Job Description

FUNCTION & DUTIES:

Under the supervision of the Data Systems Coordinator, the Specialized Information Techonology Analyst is responsible for analyzing, designing, developing and managing all aspects of development and programming to meet the business needs of the school board, as well as supervising the analysis. The incumbent will act as an expert in their field of specialaztion, botable in information systems management, business processes and, quality and complicane.

 

IN GENERAL, THIS POSITION INCLUDES THE FOLLOWING RESPONSIBILITIES:

  • Taking charge of complex program and project evaluation requests assigned
  • Carries out preliminary and detailed analyses of requests
  • Carry out cost-benefit analyses for IT solutions under consideration and set deadlines for the implementation of approved projects
  • Conceptualizes the business need and models the process, if required
  • Meets with the stakeholders concerned, analyses their needs and advises them on available technological solutions and associated costs, if required
  • Provides feedback to business areas on progress of request processing
  • Participates in the development and implementation of the information resources project portfolio, including trials and proofs of concept as required
  • Ensures quality control, including documentation when planning production launches of new integrations or changes to existing integrations
  • Draws up a work plan and monitors the execution of the work in collaboration with the parties involved. Updates the various project work plans according to the progress of the work, project issues and follow-ups that may interfere with project objectives
  • Responsible for the administration, deployment, control, scheduling of project tasks, monitoring, optimization
  • Responsible for monitoring and technology watch, particularly with a view to improving existing services and introducing new functionalities and services
  • Designs and develops the documentation required to ensure the operation of information resources by the school board. Participates in drafting the end-of-project report and coordinates user training.
  • Acts as a resource person for management staff, providing advice, recommendations and support in other areas of information resources. Provides advice during the evaluation or studies for the development of information resources used or to be acquired by the school board
  • Participates in the development or updating of procedures that comply with various standards.
  • Coordinate the work of a team of IT analysts, to carry out their mandates
  • Works in close collaboration with various internal and external stakeholders

 

QUALIFICATIONS:

Bachelor degree in a field of specialization appropriate to the job, particularly in Computer science or engineering.

 

The Board may, at its discretion, waive any or all the afore-mentioned qualifications if it finds a suitable candidate who is a beneficiary of the James Bay and Northern Québec Agreement (JBNQA) and who accepts, as a condition of employment, to follow a training plan determined by the Board.

 

REQUIREMENTS:

  • Fluency in two (2) of the official languages of Kativik Ilisarniliriniq (Inuktitut, French or English)
  • Experience with programming languages: VB6, .NET (C #, VB.NET, ASP.NET, Visual studio)
  • Experience with SQL 2016 Server and SQL language
  • Experience with VBA language and PowerShell
  • Experience with Power BI
  • Knowledge of ServiceNow
  • Knowledge of Salesforce
  • Knowledge of Web services and IIS
  • Knowledge of the following web technologies: HTML5, CSS, JavaScript and jQuery
  • Knowledge of different web frameworks, including ASP.Net MVC
  • Knowledge of AJAX, JSON and SOAP
  • Knowledge of cloud technologies
  • Knowledge of Office 365
  • Strong leadership skills
  • Agile methodology would be an asset
  • Technical, analytical and communication skills
  • Ability to collaborate and communicate effectively with various stakeholders
  • Experience or knowledge in the domain of education, particularly indigenous education, would be an asset
  • Responsible, open-minded, prioritizes the full participation of Inuit staff members
  • Comfortable working in a cross-cultural environment
  • Must be able to travel throughout Nunavik, when required
  • Nunavik experience would be an asset

 

CLASSIFICATION / SALARY / BENEFITS:

In accordance with the SPPENOM collective agreement for professionals. This position belongs to job category 2156: from $57,492 to $105,469 annually depending on qualification and experience.
